road side car sales (update-and how to report them ).

have you noticed how many cars are for sale around on the city roads.
for the last 4 months or more on a small stretch of a 30 minutes limit parking section on Waterloo Road near to Commerial Street in Burslem, there has been a number of different cars for sale by the same person,
these cars are there all day and night , and occasionally you see people looking over them.

the council road sign that stated that this section was only a 30 minute stay- disappeared over night afew weeks ago- and has not been replaced .
i wonder who moved it?

these 4 cars parked up also block the view to looking up Waterloo Road for when you are turning right- residents having to push their own car front out into the main road to see around them.

traffic wardens get and do your job and get these cars moved.

other than the obviouse they are breaking the 30 minute waiting, the Highways Department can use a power they have if there are more than 3 vehicles present at anyone time. We have a problem with a place called Brownsea Place here in Blurton but sadly no act applies as its unadopted. Highways were going to try and use the 3 car rule but it never happened despite pressure from myself and LPU.

all same 4 cars are still there.

there are now 6 cars around the junction for private sale....
2 more cars on a 60min waiting time section. they have been there for 48 hours...

What's the betting that if you left your car there, you'd get a hefty fine. Stoke-on-Trent City Council. You could make a fortune from parking fines. Easy money.

in the week the sentinel

in the week the sentinel reports that the city councils mobile traffic enforement vehicle goes around the city to catch illegal parking - the driver must leave the lens cap on the camera . when it goes around roads and streets other than Hanley.
the 2nd photo of Car on Waterloo Road is of a vehicle that has been stationary for 24hours aday for 3week .

update- 2nd photo car- has moved several metres along the road where there arent any parking restrictions, but its still road side selling.

I believe Newcastle made it

I believe Newcastle made it illegal to sell cars this way, there used to loads parked up at the bottom of lower Oxford rd.

ive wrote to the s-o-t council asking their view of road side car sales, if i get a reply ill post it on here,

noticed another car for sale on Waterloo Road- again on the 30 mins waiting area today.
a different one from the last 4.

theres always afew cars for sale on Douglas Street near the Cobridge traffic lights.

A response from the council

A response from the council about the road side car selling.

The Environmental Crime Unit can deal with owners/dealers who sell 2 or more vehicles for sale on the highway, if the vehicles can be proven to belong to them. The powers that we have are that we can issue a fixed penalty notice for the offence, which is to the amount of £100, reduced to £60 if paid early, but there is also the option to prosecute persistent offenders or those that do not discharge their liability by way of payment of the penalty. The courts can give a maximum penalty for the offence of £2500, under the Clean Neighbourhoods and Environment Act 2005.

The difficulty, as you state, is that often, the cars are simply moved to another location, and also, its often very difficult to link the cars to the person selling them, as often the ownership details still show the private owner and not the dealer. With regards to outright banning of car road selling, this is a policy issue that would have to be agreed and endorsed, but I can certainly put this forward as a suggestion.

Hiya Dereth, is it me, or they telling you that they have these powers, but have constantly ignored you for weeks. So for every ticket they could have issued they've lost £100.

At the end of the day, this isn't a issue about road side selling, it's about having a 30mins only zone that's been abused.

To me it's that simple. No new laws, no meetings or expense consultants to work this one out.

Send someone with a ticket book out to post a ticket. If the car isn't moved, impound the car.

No wonder people are taking the pee in this way.

council other reply-

I have asked for my officers to log this as a patrol area, so we will take action if we are able to. It may be worth checking with the police as they can enforce other offences such as being uninsured, which we are not able to .

although ive have reported this problem for a while now, the email replys are very quick. just dont seem to be able to move the cars as quick.

Will be interesting to see how this new law, that has come into effect today sorts out this problem.

i have today enquired AGAIN about the still missing 30mins parking sign.
the department that i was passed on to -
said.

"they have no knowlegde of my complaint about the missing sign on Waterloo Road ",

the department have said that they will get back to me -

This is the bit that angers

This is the bit that angers me about this council. They do have the heavy burden of making cuts. But at the same time they also have the advantage of being able to make easy money. Money that it can ill afford pissing away with poor customer service.

By now the council could have raked in a couple of thousand by taking your complaints seriously and acting on them. It's small fry when compared to the £24 million cuts they want to make. But then if you start to times this by other instances it will soon add up.

Dereth, I'd send a quick email to the top John.Laarschot@stoke.gov.uk asking why after making the calls, publically announcing you've made the calls on here that staff on his watch have lost the communications, or they've done nothing about it and are fobbing you off.

the problem of the missing

the problem of the missing road sign has been "fixed".

the council have now removed the metal post that the 30 minute parking sign was on, so now the car sales that park there can park there 24 /7 now

so no post . to missing sign. no problem .

thats one solution , jeez . Its nice to no the council can be inventive in there solutions, think outside the box as we all know more then one way skin a cat

So council clamping down in town centre legit business

But allow on road sales to continue

Maybe residents should start to be inventive in the Town Centre as well,

No sign No crime ?
