is this Toby Jug Winston Churchill?

does anyone know if this toby jug is Winston Churchill?
to me the character/face is him, but i m not sure why he has the anchor and rope as the handle .
this jug was made by the Pot Bank -Shorter and Son Ltd ,
ive been looking at pottery web sites to find simular jugs but havent managed to see one exactly the same.

Am assuming that as the jug is from 1939 the rope and anchor has something to do with Churchill being the top dog of the Royal Navy at the end of WW2.

the jug was my grandparents they used to collect them-they must have had about 60+ ,
