Adoption of roads on the estate

Hi

I have just received the following reply from MP Joan Walley, after I contacted her about a query regarding the adoption of land within the estate.

"Further to your email I confirm that the roads on the bankeyfields estate are still the responsibility of the developers, both Taylor Woodrow/Bryant and Barratt Homes. All roads were measured for final adoption by the highways department in august 2007, however there were, and still are, major issues with the outfall for the drainage systems on the site, which is located on private land. This means that currently Severn Trent are refusing the adopt the new sewers until ownership and permission to to discharge water has been ascertained by the developers. In turn it is local authority policy not to adopt new roads until the water authority has taken over the sewer system underneath. Hence it will not be possible to adopt these roads until the works have been completed.

This is ridiculous

Good bit of investigating Tony.

Is it the roads or the water network that hasn't been adopted.

Also, if Severn Trent has adopted the water system, does that mean that they owe us a rebate for maintenance that wouldn't have been done.

Did you find out who needs to do what, or have all of the third parties washed their hands of this.

I would assume rightly or wrongly that Taylor Woodrow/Bryant and Barratt Homes would have to pull their finger out and get this sorted?

I am sure there must be legal issues here that Taylor Woodrow/Bryant and Barratt Homes would have to of adhered to.

It should be sorted P.D.Q and not left until there is an issue arise's and we have crap backing up in our sewage systems. Now that would be nice Sad

Adoption of drainage

Tony. If you look at the newsletter from Autum 2006 you will see that seven trent adopted the drainage then. This allowed the developement of the openspace to go ahead. Surely this must mean that the roads drainage is also covered as they run unto the same overflow on the far side of RMW. I have spoken to Matt and he is going to look into this some more and talk to people in the know from that time.

While all the above was going on, the Neighbourhood Watch contacted Taylor Woodrow to progress the long overdue signing of the section 104 drainage for the Open Space, which would then enable the council to adopt the land. After we had contacted Taylor Woodrow, the Greenspace Development Officer rang us on the 6th July with the brilliant news that the section 104 was almost complete and adoption would take place in approximately two weeks. Up to this time the council had blamed the adoption problems on land ownership and advertising hoarding issues as far back as June 2004. The section 104 drainage issue arose in a meeting on the 16th Feb this year, when it was revealed that a long protracted problem with the sewers needed to be resolved. Joan Walley MP in attendance at this meeting offered to write to the Chairman of J C Decaux with regard to the advertising hoarding issues. The council representative declined this offer.

A Position Statement was issued by the Greenspace Developments Officer prior to the Residents Consultation Meeting on the 4th July 06 – The plans should be completed this month (July 06). It is proposed to issue a revised sketch plan to all residents in early august 06. October is now the earliest possible start of works if the drainage agreement happened to be signed tomorrow on the 4th July. (This was before the Greenspace Developments Officers telephone call on 6th July which estimated two weeks to adoption)
