I am still amazed by the amount of people who are walking there dogs on the open space and not cleaning up after them. I felt so sorry for all the kids and adults playing on the open space having a snowball fight, it must have been like playing on a mine field with the amount of dog mess that is scattered around on the grass. It only takes one snowball with a trace of dog poo in it to cause blindness and god knows what other diseases. There is one thing that I am sure of, that is a lot of the mess is from people who are walking there dogs on the open-space that do not live on the estate. :&

Dogs Barking
Just a slight point off the brown snow, but keeping with the dog theme.
Most people on the estate are, as I know, are responsible dog owners, but also a thought is needed on the following comment regards people who may work nights or have their bedrooms on the rear of their homes.
If you own a dog, not all of us like our wake up call too early in the morning. Weekends, which if you are working long hours during the week, are some thing to relish and a lie-in before 10:00 am, should be a real treat!
Dogs that are kicked into the rear garden to do their business first thing early in the morning, once done, then want to communicate with the rest of the hounds by barking continuously, and left to do so by their owners, does not provide quite the same quaint call of the early morning cock......
It would be nice if those owners, once the duty is done, retrieve the said hound/s, back into the house, to which, if their "baby" wants to chat to them, they can do so in the privacy and comfort of the owners own home.
Maybe not a major problem, but I have 2 residents who seem not to be able to tell the time ( be it morning or evening )and have hearing difficulties when it comes to letting their dogs communicate with the rest of the world.
I’m sure loud music played at 7:00 am in the morning would be deemed "unacceptable" to residents, but a barking dog is?

This bugs me too. People also seem to use "The paddock" opposite our house as a giant dog toilet, I see them doing it all the time.
Not sure what can be done about it really??
Name and shame
Perhaps we should start naming and shaming the people that are taking there dogs on the open-space and not cleaning up after them when they have done their mess. Perhaps if we were to leave a description of the person and the breed of the dog' or even post photo's of people in breach of this law, this might shame them into cleaning up after their pets.
Barking and Dog Mess
CCNA99 as a dog owner myself I find that the same issue winds me up no end, are the owners deaf or just down right lazy, the dog barks for a reason, please get off your backsides and get the dog back in to stop annoying your neighours.
The same applies to the dog fowling situation, the dog can not clean up after itself, young children are playing around the area, it is un-hygenic and dangerous, but I am afraid until someone gets prosecuted this issue will not get any easier.
Then again I don't beleive either problem has an easy solution because it involves people taking responsibility for their actions...
Sorry to rant but as a dog owner I do not want to be tarred with the same brush as a minority who affect the majority..

I've got a dog and a three year old daughter - needless to say which of those wakes me in the morning!!
Personally speaking, my dog only "speaks" when there are intruders about and just rolls her eyes at other dogs that bark at her!!
As for dog mess - its just wrong and all dog owners I know are responsible.
Now, if we can just sort out the cat and horse owners we'd live in a perfect world

The issue of the alley could be assisted by a late night dog walking 'club' aka patrol. I'd certainly be willing to walk my beasts through the william coltman alleyway about 930-10pm each night. Would prefer not to go on my own though.

The POO problem!!!!!
Regarding the problem we have on the estate with the dog fouling and some owners not cleaning the mess up. Perhaps we could ask James to put a couple of boxes of Poo bags in the grit bins and through the website and word of mouth tell people that these bags are available and encourage them to be used.
Can some one please tell who I would need to talk to in the council to try and get some warning signs put up on the open-space regarding dog fouling? This has now become a health issue especially now the snow is here and the kids on the estate are actively using the park for sledging and snowball fights.

Afternoon this issue was raised at the meeting on tuesday night and we all agreed that this was one of the major issues on the estate. We said we would try to get permision to repaint the markings on the floor, as you enter each pathway, but we wanted to make the signage quite alot bigger.
We could also do with the dog fouling warning posts as we enter the pathways as well.

THE LAW
England, Scotland and Wales
The Litter (Animal Droppings) Order 1991 of the Environmental Protection Act (1990) places a duty on local authorities to keep the following areas clear of dog faeces;
PROSECUTION OF DOG OWNERS WHO FAIL TO CLEAR UP
In England and Wales
The Dogs (Fouling of Land) Act 1996, allows authorities to designate any land in their area as poop scoop areas without any requirement to provide signs or dog waste bins
The land must be publicly accessible and open to the air, however the following areas are not included:
The penalty for not clearing up dog fouling can be up to £1,000 if taken to court, but there is also provision for a fixed penalty scheme with a fine of £50 in England.
In England the main legislation relating to dog fouling is dealt with under the Environmental Protection Act 1990 (Part IV).
Exceptions to the offence are:
The person in charge of the dog has a reasonable excuse for not clearing up (being unaware of the fouling or not having the means to clean up is not an excuse)
The owner or occupier of the land has consented to the faeces being left
The person puts the faeces in a bin on the land
The person in charge of the dog has a registered visual impairment
WHAT CAN I DO ABOUT A DOG FOULING OFFENCE?
To report an offence contact your local authority to find out what the dog control procedures are in your area, and make note of the following details:
Name and address of the person in charge of the dog
A description of the dog
Details of the date, time and location of the offence.
If the fouling takes place at regular times it may be possible for dog wardens to witness the fouling. In most cases the wardens will warn the offender before taking legal action, which is usually enough to deter further offences.
DOG WARDEN SCHEME
This is one of the most effective ways of tackling the dog fouling problem. The dog warden has 3 important roles in the community:
Enforcement - enforcing the legislation relating to dog fouling, dogs in general and local bye-laws
Educational - to promote responsible attitudes to dog ownership, to develop an understanding of the role of the dog warden and how the public can be supportive
Practical - handling and securing stray dogs, dealing with problems relating to noisy and nuisance dogs.
WHAT IS THE BEST WAY TO CLEAR UP AFTER A DOG?
Use a doggy bag, or a carrier bag, to pick up the faeces. Ideally, this should then be placed in a designated dog bin. If this is not possible, take the bag home or, as a last resort, double wrap the faeces and put in a normal litterbin. Poop scoops can also be used, they are available from most pet stores, but a lot of owners don't like carrying them around.

I believe it is a dual responsibility problem, first the dog owners, secondly the councils.
If the council provided dog walking areas, with Bins and plastic bag dispensers, and anyone caught allowing their dog to foul outside these areas, and not clearing it up fined, it would not take long to educate the irresponsible minority.
This is carried out in other cities with great success, why can't it be used here?
Cleaning up Dog Poo
People who fail to clean up after their dog has fouled in a public place are just bone idle irresponsible dog owners. What would happen if there dog poo-ed in there house or garden would they just ignore it or would they just tread it into the carpet until it was gone. There is no excuse for this and I would urge anybody who see's any one failing to clean after there pet to challenge them. This is a nice pleasant estate to live on lets not let the minority spoil it.
I have noticed that down on Swallows Rise they have actually got dog fouling signs up already, this needs to be extended to the whole of the estate and the open space.

Also the current law is that anyone caught allowing their dog to foul a public place can face upto a £1000 fine...... so the best thing to do is to report them to the local Dog Warden who deals with these matters.

Dog Fouling Signs
.Yesterday I e-mailed the council asking if there was any chance of some dog fouling signs going up in and around the open-space area. My request has been sent to the relevant department and hopefully we may get some signs erected. However I feel the council seems to react faster by the more requests they get so may I ask everyone who shares my concern regarding the problem we have with people not cleaning up after their pets to e-mail the council requesting these signs.

Dog poo
I think we should take the lead from Jim Carrie when in the film Me, Myself and Irene he watched while the dog fouled in his garden and then in turn dropped his kegs in the dog owners garden whilst reading a paper.
I know this is a bit extreme but something has to be done regarding the fouling of pavements as well as the grassed areas. I watched a neighbour of mine take the dog a walk it literally was gone 3 minutes which probably says it had done its business as it was walking the length of the road and someone had the job of clearing up after it. Adults should take the responsibility of picking up after their dogs and we should name and shame the culprits. With all the gadgets on the market surely if they didnt want to literally pick it up in a bag they could use a pooper scooper then off load in a bin.
Owners Not Pets
Strange i heard a story of a local pet owner who said whilst out walking in the dark, i cant pick it up because it is to dark, well what hope have we got!!!
Can i ask Congleton Vets if we can somehow put a compound or powder into the pets food or water to make the poo luminous so it is easier to pickup....
I can think of a new invention that is called a "torch" this i believe gives portable light.

i went to the open space today for the first time in months with my children and was shocked by the amount of poo and glass, broken glass litter everywhere, felt un safe and unhygenic, will not be going there again, as i expected its getting trashed just like every other park in stoke on trent, what a shame! glad i do not live near or overlook it .
