£65 million is going to be spent (possibly) on two bus routes with revolutionary bus/tram hybrids. For that sort of money I would think that you could
1) Repair all the roads in the city.
2) Buy every estate in the city its own bus.
3) Buy every family in the city its own small car.
4) Turn the old loop line into a bus corridor that works.
